Thirty years after the first EMR experiemnts by Evgeny Zavoisky, another Russian physicist, Yacob Lebedev at the Moscow Institute of Physics and Technology, demonstrated the first spectrometer to move to frequencies and fields beyond Q-band (35GHz @ 1.25T for g=2). His research, started in 1971 led to a prototype 140GHz machine (2 mm, 5T). There had been desultory experiemnts at higher frequencies, but Lebedev was the first to grasp the nettle, and to start serious development of useable instrumentation.
